Search Zone District, Setback Information & Permitted Uses

Zone District refers to a specific geographic area with specific permitted land uses and regulations for construction and development. Zoning regulations reflect the community’s goals and policies as expressed in the Comprehensive Land Use Plan and Small Area Plans. The Unified Development Chapter (UDC) is the official body of rules and regulations to guide land use and development in the City of Duluth. Zoning Regulations can be found on the Planning & Development Zoning Regulations Web Page here. Building code regulations are applicable in addition to zoning regulations.

To find the zone district of a property, you can either search for the property on eTRAKiT, or search by address or by parcel ID # (010-XXXX-XXXXX) on the Planning and Land Use Map.

The parcel ID # can be found through the St. Louis County Land Explorer website found here. The parcel ID # can also be found on your St. Louis County tax statement.

Sections 50-19 to 50-20 in the Unified Development Chapter (UDC) includes a table of uses to determine where certain land uses are allowed. Use specific standards are given after the use table to describe special conditions apply to certain uses.

  • Section 50-19: Permitted Use Table lists land uses and indicates whether they are permitted, or permitted with additional Planning approval, or prohibited in each base zone district. The use table also includes references to any additional regulations applicable to that use.

These permits will need to be approved with Planning prior to submitting building permit applications to the Construction Services & Inspections Division.   • Section 50-20: Use-Specific Standards. This goes over specific standards for residential uses; public, institutional and civic uses; commercial uses; industrial uses; accessory uses; and adaptive reuse of a local historic landmark;
