Bids & Request For Proposals
City buildings are fully reopened to the public, however we will be continuing the following changes to bid procedures –
- In person pre-bid conferences/walk throughs will be held at the discretion of the project manager.
- In person, public bid openings will not be held at City Hall until all social distancing restrictions are lifted, since we cannot guarantee a 6-foot spacing in our conference room. Bids will be opened at the stated date & time by purchasing, and the opening will be live streamed using the links listed below.
- We continue to encourage bidders to bid electronically through Bid Express - and some bids will still require it. If mailing a bid, you will need to request bid forms from purchasing in advance, and be sure and allow extra time to mail in your bid.
- We will continue to accept bid bonds via email. Bid bonds may be emailed to purchasing@duluthmn.gov and must be received prior to the date and time of the bid opening. Bid bonds shall not disclose your bid amount. Purchasing must be able to verify the validity of the bid bond with the surety company. You can also drop off a paper copy of your bid bond in a sealed envelope at the Purchasing Office (Room 120) in City Hall.
The City of Duluth now uses the Bid Express® electronic bidding platform to provide proposals, plans and specifications and to receive sealed bids for construction projects. To view and download bid packages and plans on their website, visit https://www.bidexpress.com and search for "City of Duluth" or the bid number. You must register for a free account to browse the site and search for advertisements.
