Bids & Request For Proposals


Due to the Mayor's Emergency Declaration and the closure of city buildings to the public, we are implementing the following changes to bid procedures –

  1. Offsite pre-bid conferences/walk throughs will be held at the discretion of the project manager.
  2. Bid openings will not be open to the public, including bidders. Bids will be opened at the stated time by purchasing, and results will be posted on the city website and/or Bid Express as soon as possible after bid opening.
  3. Bidders are strongly encouraged to bid through Bid Express, if possible. Sealed paper bids, if allowed, will only be accepted by mail (USPS, UPS, FedEx, etc), and bidders may want to be sure and allow extra time for the receipt of mailed bids. Requests for an exception will be handled on a case by case basis.
  4. We will accept bid bonds via email.  Bid bonds must be emailed to purchasing@duluthmn.gov. Purchasing must be able to verify the validity of the bid bond with the surety company.

The City of Duluth now uses the Bid Express® electronic bidding platform to provide proposals, plans and specifications and to receive sealed bids for construction projects.  To view and download bid packages and plans on their website, visit https://www.bidexpress.com and search for "City of Duluth" or the bid number. You must register for a free account to browse the site and search for advertisements.
