Bids & Request For Proposals

EFFECTIVE IMMEDIATELY

Until city buildings are fully reopened to the public, we will be continuing the following changes to bid procedures –

  1. Offsite pre-bid conferences/walk throughs will be held at the discretion of the project manager.
  2. Bid openings will not be held at City Hall. Bids will be opened at the stated date & time by purchasing, and the opening will be live streamed using the links listed below.
  3. Bidders will be required to bid through Bid Express, unless a request for an exception is submitted to and approved by purchasing at least 5 days prior to the bid opening. Sealed paper bids, if allowed, will only be accepted by mail (USPS, UPS, FedEx, etc) - no dropoffs, and bidders may want to be sure and allow extra time for the receipt of mailed bids.
  4. We will accept bid bonds via email.  Bid bonds must be emailed to purchasing@duluthmn.gov and must be received prior to the date and time of the bid opening. Purchasing must be able to verify the validity of the bid bond with the surety company.

The City of Duluth now uses the Bid Express® electronic bidding platform to provide proposals, plans and specifications and to receive sealed bids for construction projects.  To view and download bid packages and plans on their website, visit https://www.bidexpress.com and search for "City of Duluth" or the bid number. You must register for a free account to browse the site and search for advertisements.
