CAF Fees: On September 28, 2026, the Resource Renew / WLSSD Board adopted Resolution 26-16 modifying the Capacity Availability Fee charged for new connections to and expanded uses of the WLSSD system from $940 to $1,200 per unit effective January 1, 2027. The last increase to the CAF fee was dated December 17, 2007, and effective January 1, 2008.
Manual J/S/D: Starting January 1, 2027, Construction Services & Inspections will require mechanical equipment sizing calculated in accordance with ACCA Manual J. The Manual J report shall be submitted with all new one- and two-family dwellings with the building permit application.
R403.6 Equipment Sizing (Mandatory): Heating and cooling equipment shall be sized in accordance with ACCA Manual S based on building loads calculated in accordance with ACCA Manual J or other approved heating and cooling calculation methodologies.
Energy Code: Minnesota's Energy Code Support Program provides training to local building inspectors and the larger construction community to ensure consistency in implementation and compliance with the state's energy conservation and construction codes.
