Permit to Purchase or Transfer Firearm

The Duluth Police Department can process permit to purchase applications for those with a valid address within Duluth city limits only. To begin the process, completely fill out all pages of the permit to purchase application.

Permit to Purchase Application

Once complete, you can email your application it to gunpermits@duluthmn.gov along with the following:  

  • A color copy/photo of your valid government issued ID, front and back
  • The address on your application and your ID must match, and that address must be within the City of Duluth. If you need to change your address prior to sending your application, please send a copy of the address change along with a copy of your ID.

Once your application has been processed, you will receive your card in the mail if it is approved or a denial letter explaining why. Please allow up to two weeks to receive your card or letter.
