Cannabis Licensing

The City of Duluth is required by State Statute to certify that sites receiving licenses from the state Office of Cannabis Management (OCM) meet all building code, fire code, and zoning code requirements.

 If you are considering applying for a license with OCM, you will need to document that your site(s) meet all code requirements via Agency Requests for Code Compliance Verification (CSARQ). Applications for CSARQs are submitted via eplace.

 OCM recommends that applicants work with local jurisdictions prior to applying for their OCM license. During your license process, the City receives notification from OCM to confirm compliance with local codes; when this notification is received, City staff will check to make sure that approved CSARQs are on file for each address associated with your license.

 After receiving your license from OCM, any retail locations must be registered with the City Clerk’s office.
