Minnesota Housing Tax Credit Program

The Minnesota Housing Finance Agency (MHFA) oversees the annual allocation of Low-Income Housing Tax Credits (LIHTC), a HUD affordable housing Program which provides housing developers or their investors a 10-year reduction in tax liability in exchange for capital to build affordable rental housing units. The LIHTC program has been utilized for many affordable housing projects in Duluth and continues to be a critical funding source for affordable housing in our community. Tax credits are limited and projects compete statewide through the MHFA RFP process.

To be an eligible applicant, developers proposing projects in Duluth must have the support of Duluth City Council. To allow for a thoughtful review, please provide the following materials to City Staff by April 4, 2025:

  • Summary description of project and location map
  • Number and types of units proposed
  • Populations served by rental units
  • Amount requested as pre-commitment of HUD FY 2026 Community Development funding (if applicable)
