The City of Duluth, Housing and Redevelopment Authority of Duluth, Minnesota (HRA), and Local Initiatives Support Corporation (LISC) work closely to provide loan and incentive programs for homeowners, rental property owners, and developers. Contact us today to learn more. 

The City of Duluth and Local Initiatives Support Corporation (LISC), with assistance from local partners, is now accepting pre-applications for the Housing Trust Fund! Funds will provide assistance for qualified housing infill and restoration projects. To learn more about programs available through the City and LISC, please review the chart and individual program outlines below.  *Programs are intended for homebuilders, licensed contractors and developers; individuals and homeowners are only eligible for Infill ADU program.

Healthy Homes Homeowner Rehab Program: Zero interest deferred loans of up to $30,000 are available to qualified homeowners for single-family home repair projects (i.e - energy efficiency, roof repair/replacement, window replacement, HVAC, etc.).  Contact the Housing and Redevelopment Authority of Duluth to begin the application process. 

 

 

 

 

 

 

 

 

 

 

 

Exterior Housing Renovation Matching Funds: Deferred loans for renovation costs of up to $15,500 through MN Housing. Contact the Housing and Redevelopment Authority of Duluth to begin the application process or to learn more. 

Rental Rehab Loan Program: Zero interest loans of up to $15,000 per rental unit ($10,000 per studio/efficiency unit) to qualified property owners. Contact the Housing and Redevelopment Authority of Duluth to begin the application process.
