Planning Forms for Building Permit Submittals
If you are submitting a building permit, demo permit, or fill permit with Construction Services, note that these permits will likely also be reviewed by Planning staff to ensure your project meets zoning and environmental compliance. Make sure you review both these items below when planning a project:
- UDC Code Compliance Summary: Every building permit other than a single-family home, duplex or a garage should complete a UDC Code Compliance Summary in order to demonstrate your project complies with all applicable zoning regulations. Download the form, fill out any applicable sections, and submit it with your permit by uploading it to ePlace when you apply.
How it is reviewed: Planning staff will review your permit. If it complies with zoning, the review will be signed off administratively during your permit review process. If it does not comply with zoning, a planning staff member will contact you for additional information needed.
- EAW Need Determination: Make sure your project has completed an EAW Need Determination (EAWND) in ePlace. Any construction permit for a project that falls into the categories below must also apply for an EAWND so that City staff can verify if the project meets requirements of MN Rule Chapter 4410 regarding mandatory EAW categories. This need determination can be completed at any time while planning your project.
- All demolition permits
- Residential building permits for new construction or expansions that result in the total unit count greater than two, i.e. anything greater than a duplex
- All commercial and industrial building permits for new construction or projects that expand the footprint on the building
- Fill or grading permits within shoreland zones that exceed 500 sq ft of ground disturbance.
- Shoreland zones are depicted in the interactive Land Use Map.
Exemptions: Building permits for decks, basement or building repair, interior remodels and accessory structures do not require an EAWND.
How it is reviewed: Planning staff will review the EAWND and send you an email stating whether an EAW is necessary. If any scope of your project changes, you will need to complete another EAWND.
