Support for MHFA Tax Credit Program
State Affordable Housing Aid (SAHA)
Note: As a condition of receiving housing aid funds from the State of Minnesota, the City of Duluth must commit to using housing aid funds to supplement, not supplant, existing locally funded housing expenditures, so that the City of Duluth is using the funds to create new or to expand existing housing programs. Between 2023 and 2024, the City of Duluth reduced its expenditure on acquisition, construction, rehabilitation, adaptive reuse, improvement, financing and infrastructure of residential dwellings by $580,312. The reason the City of Duluth reduced these expenditures is that overall participation in the loan program decreased, resulting in fewer loans being issued and therefore less associated expenses. Furthermore, loan costs in 2023 were elevated by a single, unusually large loan that accounted for a significant share of that year’s total expense.
