Park Point Sand Transfer Permit

Note: This permit allows Minnesota Point/Park Point citizens to move sand from the Ordinary High Water Level (OHWL) to the beach and avoid impact to beachgrass. The fee for this permit pays a portion of a yearly DNR permit that allows sand to be relocated. The deadline for the DNR permit is May 1, so anyone who would like to move sand in the upcoming year will need to submit their applications by April 15. Also note that there will need to be a review of the planned work by Engineering, the Construction Services and Planning Department, and the MN DNR before a permit will be issued, so please submit your request as early as possible to allow for sufficient review time.
Also be aware that the DNR does not require a permit if you will not be placing sand below the OHWL and you will not be impacting any beachgrass. However, if you plan to move sand and intend to use the City of Duluth Parks' drop location, please fill out the permit so our Parks staff can track the drop location usage. There is no charge for this use. The drop location is available until August 1st.
The DNR recommends Park Point residents move sand before beachgrass has a chance to establish itself, and to remove sand yearly to prevent new growth.
