Animal Licensing

REGISTRATION FORM: Registration Application

FEES: There are no fees to register as a license is not required under City Code.

ISSUED TO:  Any person or entity wishing to be recognized by Duluth Animal Control as an Animal Rescue Group or Organization.

PROCEDURE:  Complete the above registration and return it to the City Clerk. Post the information required in the registration to a publicly-accessible internet site that is to be updated at least quarterly and remain posted for one year from the date of initial posting. Subject to site inspection and approval from Duluth Animal Control.

LICENSE PERIOD: January 1 - December 31

ISSUED TO:  Those operating or maintaining kennels.

PROCEDURE:  Application and fee are received by the City Clerk. The pound master investigates the premises and the Chief Administrative Officer is the approving authority.

LICENSE PERIOD: January 1 - December 31

ISSUED TO:   Any person who keeps chickens in the city of Duluth other than areas zoned as suburban districts under Section 50-51 of the City Code, shall obtain an annual license prior to acquiring chickens.

PROCEDURE:  Application and fee are received by the City Clerk.   All licenses are conditioned upon passing a site inspection by the Animal Control Authority.

ISSUED TO:  Any person possessing a dog or cat within the city.  The license period for annual licenses is from January 1 to December 31 and must be renewed every year.  Annual license renewal notices are mailed to current pet licensees each December. 

    • SERVICE DOGS: Service dogs are eligible to be issued a license at no charge. Please note that “emotional support animals” and service animals other than dogs are NOT eligible for this fee waiver.

NOTE:  All proceeds from the license fees, minus any city administrative costs, shall be placed into a fund from which all expenditures are directed specifically to the operation of the city animal control program. This fund shall supplement animal control operations.

LICENSE INFORMATION NEEDED: 

  • Owner's Name, Address and Phone Number.
  • Pet's Name, Breed, Color, Sex, Age and Species (dog or cat).
  • Rabies Certificate stating the rabies shot vaccination and expiration dates, or birthdate if pet is too young. (Enclose the original document from your veterinarian.  It will be returned with the license.)
  • Spaying or Neutering Certificate if your pet has been altered.  (Enclose the original document from your veterinarian.  It will be returned with the license.)

**NEW**  LICENSE TYPES:

  • Annual.  Compliant and noncompliant (see definitions below).
  • Lifetime.  Compliant only (see definition below).

**NEW**  DEFINITIONS:

  • Altered. The animal has been surgically sterilized by a veterinarian and/or that the owner is able to provide documentation that a veterinarian has examined the animal and determined that it has been spayed or neutered.
  • Unaltered. Any animal for which the owner is unable to provide documentation that the animal has been altered.
  • Compliant.   The animal is currently vaccinated against rabies and altered. 
  • Noncompliant. The animal does not meet any or all of the following requirements: vaccinated against rabies, altered and/or licensed.

To obtain a pet license you can do one of the following:

  • Mail the license fee and certificate(s) to the City Clerk's Office and the license, tag and any original certificates you sent will be mailed back.
  • Bring the license fee plus the certificate(s) to the City Clerk's Office between 8:30 a.m. and 4:00 p.m., Monday - Friday.

If you own 4 or more dogs or 4 or more cats, you must also apply for a maximum pet license.

SUPPLEMENTAL INFORMATION: Keeping of Honeybees

LICENSE PERIOD: January 1 - December 31

ISSUED TO:  Any person who keeps honeybees in the city of Duluth other than areas zoned Rural-Conservation (R-C) or Residential-Rural 1 (RR-1) under Sections 50-14.2 and 50-14.3 of the Duluth City Code, shall obtain an annual license prior to acquiring honeybees.

PROCEDURE:  Application and fee are received by the City Clerk.

ISSUED TO:  Households with four (4) or more cats or dogs kept, harbored, and/or maintained on the premises

PROCEDURE:  Application and fee are received by the City Clerk. Any dogs or cats included under a maximum pet license must also be individually licensed with the city. New applicants are subject to inspection by Animal Control.

LICENSE PERIOD: January 1 - December 31

ISSUED TO:  Any person who keeps small hoofed mammals in the City of Duluth other than in areas zoned Rural-Conservation (R-C) or Residential-Rural 1(RR-1).

PROCEDURE:  Application and fee are received by the City Clerk. Applicants shall provide at the time of licensure a list of all property owners within 150 feet of the boundaries of the property where the small hoofed mammals are to be kept with the written approval of 51% of said owners of the proposed license. The animal control authority will conduct a mandatory inspection of the premises prior to issuance of any license.
