4th Street Reconstruction- Mesaba Avenue to 6th Avenue East
The City of Duluth is planning to reconstruct 4th Street between Mesaba Avenue and 6th Avenue East. The project includes full reconstruction of the roadway, replacement of sidewalks, and upgrades to underground utilities.
A public open house was held on January 15, 2026, to collect community feedback through an in-person meeting, online survey, and interactive comment map. The project team will use this feedback to develop a preliminary design concept, which will be shared with the community at a future open house as the project progresses.
The Planning and Engineering Departments are continuing to evaluate the corridor’s challenges, needs, and priorities. Community members are encouraged to share their perspectives through the online survey. Please click the following link for the survey: community member online survey.
City staff are also engaging with neighborhood organizations, property owners, residents, and managers along the corridor through community events, small group meetings, and ongoing outreach efforts.
Project Timeline
- 2026 – Street Design & Public Engagement
- January – Public Meeting #1 (Completed)
- February/March – Stakeholder Outreach
- Spring – Public Meeting #2
- Summer/Fall – Public Meeting #3
- 2027 – Final Engineering Design & Plan Preparation
- 2028–2029 – Street Reconstruction
Construction is currently anticipated to begin in 2028 and be completed in 2029.
Funding
This project will be funded through a combination of federal funds, Minnesota State Aid funds, and City Engineering Utility funds.
