Cannabis Licensing
STATE CANNABIS LICENSING
In 2023, Minnesota became the 23rd state in the nation to legalize cannabis use for people 21 and older. Minnesota's cannabis laws can be found here.
Cannabis licenses will be issued by the Minnesota Office of Cannabis Management (OCM). OCM intends to start issuing cannabis licenses in 2025. More information is available here.
LOCAL CANNABIS REGULATIONS
On November 25, 2024, the Duluth City Council adopted a pair of ordinances concerning cannabis. The first ordinance updated existed zoning regulations to include cannabis businesses (24-057-O). The second ordinance created Chapter 8A, which regulates local cannabis businesses and events, and imposes penalties for violations (24-056-O).
More information on local cannabis regulations will be available in 2025.
CANNABIS TAXES
As of July 1, 2023, all sellers of taxable cannabis products must register with the Minnesota Department of Revenue to remit Cannabis Taxes. More information is available here.
