Service of process is governed by Rule 4.03(e)(2) of the Minnesota Rules of Civil Procedure or Rule 4(j)(2) of the Federal Rules of Civil Procedure. The City Clerk is authorized to accept service on behalf of the City of Duluth. The Office of the City Clerk is located in Room 330, 411 W. First Street, Duluth, MN 55802.
