Public comments sought on the final concept plan for proposed improvements in Lincoln Park
[Duluth, MN] - The City of Duluth’s Parks & Recreation division is inviting the public to provide comments on the final concept plan for proposed improvements in Lincoln Park. Documents for review include the final concept plan, a letter outlining Determination of Adverse Effects and a draft Memorandum of Agreement (MOA) that sets out the process to mitigate the impacts of the adverse effect.
The City has worked to avoid or minimize impacts to the historic features in and near the Park and has adjusted the concept plan and scope of work which were presented to the community on January 28, 2021. The Section 106 Historic Review Process was reinitiated thereafter. In the interim, additional data was collected and alternatives were considered. There remains one adverse effect, that is identified in the Determination of Adverse Effect letter. This effect consists of removing two sections of retaining wall labeled as Wall 1 and Wall 3 in the concept plan.
