Blight/Solid Waste
What is Blight?
Blight is a space or area that has not been cared for and is no longer benefitting the community. This can look like an illegal dumping ground for litter or waste, a building that is in poor condition, a vacant and unmaintained lot, or a public space in disrepair.
We do not enforce lawn mowing.
Private property owners are responsible for maintaining their property. The city cannot remove items dumped on private property. If you have information on illegal dumping and a way to identify a person responsible, we encourage you to call the Duluth Police Department.
If you need to report an abandoned vehicle, blight, illegal dumping, hoarding or other complaints, please fill out or online form below.
All complainant information is confidential. To ensure there is no confusion with the location of the complaint, we may need to contact you. Without contact information, we may not be able to address the concerns.
Due to an increased amount of complaints, all blight and abandoned vehicle complaints will be added to our list and will be inspected in the order we received them. Please note, we will not be contacting every person who submits a blight complaint, we will only contact you if we have questions.
