West Superior Street reconstruction project update for week ending October 2, 2026

Work completed this week

  • Continued pouring sidewalk east of Garfield Avenue.
  • Began landscaping work for the “Welcome to Lincoln Park” sign.
  • Continued work on conduit and light bases for street lighting and traffic signals.
  • Completed installation of all water services between 18th Avenue W and Garfield Avenue.
  • Continued storm sewer construction west of the Garfield Avenue intersection.
  • Began storm sewer construction at 27th Avenue W.

Anticipated work scheduled for next week

  • Continue concrete pours from Michigan Street to Garfield Avenue.
  • Continue storm sewer construction east of the 18th Avenue W intersection.
  • Continue light base installations.
  • Complete storm sewer installation in the 27th Avenue W/W Superior Street intersection.
  • Begin constructing road base in the 27th Avenue W intersection.
  • Continue constructing road base west of Garfield Avenue.

Expected impacts from next week’s work

  • A water main shutdown on Monday night will impact a number of properties between 25th Avenue W and 28th Avenue W in order to lower the existing water main due to a conflict with the new storm sewer in 27th Avenue W. Northland will notify impacted property owners. Work will take place from 11 PM to 5 AM and there will be noise and light impacts during that time.

Closed areas

  • W Superior Street from west of 18th Avenue W to Michigan Street except for access to 16th Avenue W Garfield Avenue and Piedmont Avenue across W Superior Street is also open.
  • 27th Avenue W and W Superior Street at the intersection.

Detour routes

  • Vehicle traffic:
    • W Superior Street traffic is detoured along W Michigan Street/Lower Michigan Street to 21st Avenue W Both directions will return to this route following MnDOT reopening access to downtown from W Michigan Street.
    • W Superior Street is detoured at Carlton Street onto W Michigan Street to 24th Avenue W.
    • 27th Avenue W is detoured at W Michigan Street onto 24th Avenue W to West 1st Street.
  • Cross City Trail users: Cross City Trail is detoured at 28th Avenue W onto W First Street to 26th Avenue W.

Access to businesses

  • M&H Gas Station: Access is along the detour route.
  • Duluth Gospel Tabernacle: Access via Garfield Avenue or Piedmont Avenue to 16th Avenue W.
  • Businesses in the 1700 block of West Superior Street: Pedestrian access will be maintained from the west end of the project.
  • All other corridor businesses: Vehicle and pedestrian access will be maintained to all other businesses along the project.
