Lake Superior Violent Offender Task Force Conducts Downtown Crime Impact Detail

The Lake Superior Violent Offender Task Force (LSVOTF), in partnership with local and federal law enforcement agencies, conducted a focused crime impact detail in downtown Duluth to address ongoing public safety concerns and criminal activity identified through community complaints, investigative information, and law enforcement activity.

The operation was designed to identify and apprehend individuals involved in violent offenses, serious criminal activity, outstanding warrants, and other conduct contributing to safety concerns in the downtown area. A particular emphasis was placed on individuals who target vulnerable members of the community, including those struggling with addiction, through drug distribution, threats of violence, exploitation, and other criminal behavior.

The results of the enforcement effort yielded 8 arrests with the following charges:

    • 3rd Degree Felony Drug Sales Warrant
    • 5th Degree Assault Warrant
    • Misdemeanor Theft Warrant
  • 36-year-old Randale Brooks
    • Felony 2nd Degree Drug Sales
  • 40-year-old Michael Lohman
    • Felony Probation Violation Warrant
  • 21-year-old Delaney Dahlberg-Diver
    • 5th Degree Felony Possession
  • 35-year-old Colonia Moore
    • 5th Degree Felony Possession
  • 20-year-old Jaxen Mohr
    • 5th Degree Felony Possession
  • 34-year-old Elijah Guinn Sr
    • DOC Felony Warrant Violation
  • 34-year-old Charles Stevens
    • 5th Degree Felony Possession

“Our community has made it clear that public safety in the downtown area is a significant concern, and we are taking those concerns seriously,” said Lieutenant Jason Tanski, Commander of the Lake Superior Violent Offender Task Force. “Our mission is to identify individuals responsible for serious criminal activity and hold them accountable, particularly those who exploit people struggling with addiction and use violence, threats, or the illegal drug trade to victimize others. We will continue working with our law enforcement and community partners to disrupt this activity, protect vulnerable individuals, and improve safety throughout downtown.”

The LSVOTF remains committed to identifying, locating, and apprehending individuals who pose a threat to public safety. These enforcement efforts are conducted in coordination with law enforcement partners, social service providers, and community stakeholders to address both criminal activity and the broader public safety concerns affecting the downtown area.
