West Superior Street reconstruction project update for August 14, 2026

Work completed this week

  • Reopened W Michigan Street at the intersection with Superior Street.
  • Completed storm sewer construction in the Garfield Avenue intersection.
  • Completed a temporary surface in the Garfield Avenue intersection for Port traffic and access to 16th Avenue W.
  • Completed removals east of Garfield Avenue.
  • Began traffic signal base installation and placed conduit in the Garfield Avenue intersection.
  • Began grading for sidewalk and curb and gutter in the Garfield Avenue intersection.

Anticipated work scheduled for next week

  • Complete curb and gutter in the Garfield Avenue intersection.
  • Complete storm sewer construction east of the Garfield Avenue intersection.
  • Begin grading the roadway and sidewalk between Garfield Avenue and W Michigan Street.
  • Mill the existing asphalt roadway between 18th Avenue W and Garfield Avenue.
  • Begin storm sewer construction west of the Garfield Avenue intersection.

Expected impacts from next week’s work

  • The Contractor will continue to coordinate with the Garfield Square Apartments and Duluth Gospel Tabernacle for access through the closure to 16th Avenue W.
  • Milling will remove access through the 18th Avenue W intersection with W Superior Street.

Closed areas

  • W Superior Street from west of 18th Avenue W to Michigan Street except for access to 16th Avenue W

Detour routes

  • Vehicle traffic: W Superior Street traffic is detoured at 21st Avenue W onto W Michigan Street/Lower Michigan Street. Piedmont Avenue and Garfield Avenue are detoured onto Railroad Street to Fifth Avenue W to West First Street.
  • Cross City Trail users: No detour route, Cross City Trail is complete through the project area.

Access to businesses

  • M&H Gas Station: Access is along the detour route.
  • Duluth Gospel Tabernacle: Access via Garfield Avenue to 16th Avenue W until notified that it will switch to access via Piedmont Avenue to 16th Avenue W.
  • Businesses in the 1700 block of West Superior Street: Pedestrian access will be maintained from the west end of the project.
