City of Duluth Clerk’s Office announces web form to rescind signature from right to repair ordinance petition  

 

 

[DULUTH, MN] The Duluth City Council voted down (6-2) petition ordinance 25-015O, submitted and prepared by Duluth Tenants Union and Housing Justice Center, at their special meeting on July 1, 2025. The councilors voted to pass (6-2) an alternative ordinance, 25-016O, amending chapter 29A of the Duluth City Code to add training requirements for landlords, additional notification requirements for tenants, and requiring repairs to be made in a timely fashion.

 

Per section 51 of the City of Duluth’s Charter, the passage of an alternative ordinance prompts the City Clerk to offer the public an opportunity to request their name be withdrawn from the petition. If, within ten (10) days of the passage of the alternative ordinance #25-016O, the City Clerk has received requests for signature removal from more than fifty (50) percent of the signatories of the original petition, the petition ordinance #25-015O would not proceed to the ballot for the November general election. If, however, the clerk does not receive requests for withdrawal from at least fifty percent of the petitioners within ten days, the ordinance will be on the ballot for a vote of the people, passable by a majority of voters in the November 2025 election.

 

The City Clerk has posted a signature removal request web form that is accessible to the public. Signatories wishing to remove their signature from the original petition can do so at https://forms.duluthmn.gov/Forms/signatureremovals. Signatories without reliable internet access may also choose to contact the Clerk’s office directly to request removal of their signature by phone at (218) 730-5500 for assistance.
