Public Comment Welcomed on Brighton Beach Road Reconstruction Environmental Assessment

[DULUTH, MN] On October 10, 2018, waves and flooding associated with a severe winter storm resulted in significant property and lakeshore damage and erosion, especially along the shores of Lake Superior in Northern Minnesota. Effects of the storms on Kitchi Gammi Park resulted in significant damage to the motor vehicle lane running through the park, deposited significant amounts of debris, and caused extensive erosion to both the shoreline and portions of the road, jeopardizing the safety of the roadway.

The City of Duluth applied for funding from FEMA’s Public Assistance (PA) Program to underwrite the proposed project to repair damages and mitigate against future damages by relocating the road.

An environmental assessment (EA) was prepared in accordance with the National Environmental Policy Act (NEPA) of 1969. This EA is available for agency and public review and comment for a period of 30 days, ending February 15, 2023. The EA is available on FEMA’s website at https://www.fema.gov/emergency-managers/practitioners/environmental-historic/region/5. The EA is also available on the City of Duluth website at https://duluthmn.gov/planning-development/environmental/environmental-assessment-worksheets/. Interested parties may request an electronic copy of the EA from either of those websites, or by emailing planning@duluthmn.gov.

A hard copy of this EA is also available for review at Duluth City Hall, 411 West First Street, Duluth, MN 55802, Room 100 (Construction Services and Inspections), Room 160 (Planning), and at the Duluth Public Library at 520 West Superior Street, Duluth, MN 55802.

Written comments regarding this EA should be received no later than 5 pm on Monday, February 13, by mail to Duane Castaldi, Regional Environmental Officer, FEMA Region 5, 536 South Clark Street, 6th Floor, Chicago, IL 60605-1521; by email at FEMA-R5-Environmental@fema.dhs.gov; or by phone at (312) 408-5549.
