SUBJECT: Operation Yields Arrests in Online Solicitation for Minors for Sex

On January 30 and 31, 2019, the Duluth Police Department, St. Louis County Attorney’s Office, and the Minnesota Bureau of Criminal Apprehension led Human Trafficking Investigators Task Force conducted an operation to address online solicitation of minors. As a result of this operation, the following individuals were arrested for the following charges:

 

•             BENJAMIN WILLIAM SCOTT, 32 years of age of Duluth- Engaging in Hiring or Agreeing to Hire a Minor to Engage in Prostitution

•             JAMES BRYAN QUIAMBAO, 22 years of age of Duluth- Engaging in Hiring or Agreeing to Hire a Minor to Engage in Prostitution

•             LUKE ALEXANDER UNRUH, 36 years of age of Silver Bay, MN - Engaging in Hiring or Agreeing to Hire a Minor to Engage in Prostitution

•             OGECHUKWU VICTOR ADEKWEH, 33 years of age of Grand Rapids, MN- Engaging in Hiring or Agreeing to Hire a Minor to Engage in Prostitution

•             DEVIVARAPRASAD TELAGAM, 35 years of age - Engaging in Hiring or Agreeing to Hire a Minor to Engage in Prostitution

•             JASON EDMUND HARWOOD, 44 years of age of Deer River, MN- Distribute via Electronic Communication Sexually Explicit Material to Children

•             DEAN RICHARD LUUKKONEN, 62 years of age of Britt, MN- Distribute via Electronic Communication Sexually Explicit Material to Children

•             SCOTT STEVEN HUBER, 26 years of age of Buffalo, MN- Distribute via Electronic Communication Sexually Explicit Material to Children

 

 

All individuals are currently awaiting to be formally charged by the St. Louis County Attorney’s Office. This is an active and ongoing investigation, no further details will be released at this time.
