The Life Safety Division of the Duluth Fire Department has launched an exhaustive effort to discover, and bring into compliance, illegal rentals within the City of Duluth. Illegal rentals degrade health, safety and quality of life for the entire community. 
A resident is considered a tenant if their name is not on the title to the property, with some exceptions. An illegal rental would consist of any residence containing tenants where there is no existing rental license. A residence may be considered a rental whether or not rent is being charged.
Housing inspectors will be conducting investigations into suspected illegal rentals and taking the appropriate action required to bring properties into compliance with the City of Duluth’s Housing Code. Investigations may result in citations for the owner and possibly orders to vacate the property. Some steps the community can take to ensure residences are rented in compliance with the City of Duluth’s Housing Code:
Ensure the owner/agent has the proper rental license before signing a lease agreement;
Advertisements for legal rentals must contain the license number;
Ask the owner agent for a copy of the current rental license;
Report suspected illegal rentals to the Life Safety Division of the Duluth Fire Department.
