Enjoy the great outdoors of our beautiful city and host your special occasion in one of our many parks! Permits are required for all wedding and special events, regardless of size, and all private events to include 40 or more people. Permits are recommended to ensure availability regardless of event size. Without a permit, pavilions and other favored areas are first-come, first-serve. Indoor recreation center buildings are also available by securing a building rental permit. Book online at duluthmn.gov/parks.

Building Rental FAQs

Q: What buildings can I reserve through the City of Duluth, and what is their capacity?
  • Duluth Heights Community Recreation Center (33 West Mulberry Street)
    • Maximum Capacity = 125
  • Evergreen Center / City Center West (5830 Grand Avenue)
    • Maximum Capacity = 150
  • Morgan Park Community Recreation Center (1242 88th Avenue West)
    • Maximum Capacity = 125
  • Portman Community Recreation Center (4601 McCulloch Street)
    • Maximum Capacity = 75-100

Q: What are the building rental rates? 

  • General use = $40 per hour (this includes ALL time used – set-up, event time, clean-up)
  • Youth birthday party & Youth special program = $50 per 4-hour timeslot

Q: Where do I find contact information for other buildings to rent that are managed by other community groups?

Q: How far in advance do I need to reserve the building I wish to use?

  • All reservations must be done at least 5 days in advance, and no more than 1 year ahead of time.

Q: Do I have full use of the kitchen at these facilities?

  • The kitchen sinks and countertops are available for use. The cooking surfaces, refrigerators and freezers, serving utensils/cups/dishes, and cleaning supplies are not included. Please come prepared knowing these terms.
    • *Duluth Heights rentals do have full use of all kitchen appliances, but everything must be cleaned up after use.

Q: Are tables and chairs included with the rental?

  • There is plenty of tables and chairs at each building location that we rent. You are required to put all tables and chairs back to the order, and location, you found them after your rental.

Q: Do any of the buildings have Wi-Fi?

  • The only building currently equipped with Wi-Fi is the Evergreen/City Center West building.

Q: What do I need to do if I want to have alcohol consumption at my rental?

Q: How, and when do I get a key for the building?

  • The building key will need to be picked up from the Parks & Recreation Office (City Hall, 411 W 1st St., ground floor) the day before your event, before 3:30 pm. The key must be returned by the day after your use. Office hours are Monday-Friday, 8am-4pm. If your event is on the weekend, you must pick up your key on Friday, and return it on the following Monday.

Q: Is this permit refundable or transferable if my plans end up changing?

  • All permits are not refundable or transferable.

Private Event Permit:

Private events are "by invitation only". Examples include, but are not limited to: 

  • Birthday parties
  • Graduation celebrations
  • Company or church picnics

Private Events FAQs

Q: Am I required to get a permit for my private event?
  • Any private event with 40 or more people is required to secure a private event permit. Many groups will still secure the permit, even if their group size is under 40 people, so that they are guaranteed the space they wish to use. Without a permit, you cannot displace other park users from a pavilion, gazebo, stage, or other designated park space that is included with a permit.

Q: What are some common examples of private events?

  • Birthday parties, church services, family reunions, company picnics, and photo sessions are just a few examples of private events.
  • Events related to a wedding (ceremony, rehearsal, wedding photos, picnic reception) require a wedding event permit.

Q: What are the private event permit rates?

  • 1-150 people = $65 resident, $100 non-resident
  • 151+ people = $115 resident, $180 non-resident

Q: What are the hours that I can permit a park space?

  • 10AM – 3PM
  • 4PM – 9PM
  • 10AM – 9PM (charged for two timeslots)

Q: Is the permitted park space exclusive to my use?

  • All parks remain open to the public during any permitted time. By permitting the space, you are guaranteeing that you will have the space that you wish to use for your event. In the event you show up for your event, and someone else is in the space you wish to use, you can kindly show them your permit and ask them to move.

Q: How far in advance do I need to reserve the park space I wish to use?

  • All reservations must be done at least 5 days in advance, and no more than 1 year ahead of time.

Q: What do I need to do if I want to have alcohol consumption at my rental?

  • All permits are not refundable or transferable.

Q: The park I wish to permit use for is not on the online rental site, can I still permit the use of it?

  • Yes, you can. We can permit out most parks, so simply call or email and we will see about getting your park reserved and permitted for you.
  • If you are looking to reserve the beach house or the pavilions on Park Point, you will want to contact the YMCA at 218.722.4745.
  • If you are looking to reserve any space at Bayfront, you will want to contact the DECC at 218.722.5573.

Special Event Permit:

Special events are those open to the public, often requiring an admission or registration fee. Examples include, but are not limited to:

  • Walk, run, ski or cycling events
  • Festivals or fairs
  • Concerts

The proper permit is required for a special event to be held in a City of Duluth Park.

Q: What are the special event permit rates?

  • Run/Walk Event = additional $.50 per participant fee

  • 7AM – 3PM
  • 4PM – 10PM

Q: Is the permitted park space exclusive to my use?

Q: What is the special event insurance requirements?

  • All special events are required to submit a “Certificate of Insurance” listing the City of Duluth as the additional insured and certificate holder, along with park and date use, at least 30 days in advance of the event.
  • The minimum amount of a commercial general liability policy shall be $1,000,000 each occurrence (as per State legislature requirement).

Q: What do I need to do if I want to have alcohol consumption at my rental?

Q: The park I wish to permit use for is not on the online rental site, can i still permit the use of it?

Q: Are there certain parameters that need to be met in order to hold a special event on the City of Duluth trails?

  • In order for a trail event to be approved and permitted, it will need to be understood that the trails will need to be dry and firm on event date, and that an alternate date and/or course may be required.

Q: Am I able to have a tent staked?

  • We do not allow staking of tents, but under certain circumstances, we may consider it. Please check in with the Parks Permit Coordinator to address your specific needs.

Q: Who do I contact if my special event is on City of Duluth streets, not park space?

  • You will want to work with the City Clerk’s Office at 218.730.5404.

The City of Duluth offers athletic field and court rentals, including the Wheeler Athletic Complex, Wade Softball Fields, Washington Center Gym and other neighborhood fields.

Alcohol Consumption Permit: 

All the City of Duluth Facility Rentals must have an Alcohol Consumption Permit before alcohol can be consumed. 

Applications must be completed at least 30 days in advance of event.

Q: Am I required to obtain an alcohol consumption permit for any amount of consumption?
  • Yes, you are required to get an alcohol consumption permit no matter the quantity of alcohol that will be consumed on, or in, Parks space.

Q: What is the permit rate for alcohol consumption? 

  • $125

Q: What other fees are associated with this permit?

  • After submission of your application and permit fee, your application and permit will be submitted to the Duluth Police Department for review and designation. The fees and all decisions related to extra duty requirements are determined by the Duluth Police Department. For up-to-date rates and common questions;

Q: How far in advance am I required to submit the application for this permit?

  • Applications and permit fee must be completed at least 30 days in advance.

Busking Permit: 

The City of Duluth recognizes the life, color, and interest that Street Performers bring to a public space. In order to meet the desires of Duluth citizens, visitors, and area business people, the City of Duluth will be formally permitting a variety of entertainers to perform in designated areas on the Downtown Lakewalk during the tourist season.  

*** 2017 Application deadline has now passed and all busking permit spots have been filled.

Angel of Hope Memorial Program: 

As of April 1, 2014, Parks and Recreation is no longer able to accommodate new requests for benches, picnic tables, trees and bricks, with the exception of Angel of Hope bricks. A limited number of Angel of Hope Bricks are available to those wishing to remember a child who was lost at any age. Angel of Hope bricks are able to support an inscribed message up to 45 characters long. Cost is $75.00. Please contact Parks at 218-730-4300 if you have any questions or concerns.
