Winter Parking Basics

The City of Duluth has ordinances that govern on-street parking year-round.  It is especially important for citizens to follow alternate side parking rules in the winter months to ensure that our snow plowing crews are able to clear snow off city streets.  

These ordinances provide a system for moving parked vehicles so crews can plow snow from the full width of streets, including the parking lanes. This helps get snow cleared as completely as possible so that traffic, especially emergency vehicles, can navigate city streets all winter long.

To help keep streets plowed, residents and visitors who use on-street parking in the City of Duluth should pay attention to the weather and be familiar with parking requirements.

Remember, people who come to Duluth to visit, shop or enjoy some entertainment may not be familiar with these rules. You can help by telling your guests, customers and employees about local parking requirements.

Or risk a ticket and a tow

Those who don’t follow parking rules risk receiving a parking ticket and getting their vehicle towed to the impound lot. If your vehicle has been ticketed and towed, please call (218) 730-5400 for information on how to retrieve your vehicle.   

Important to Note          

  • The alternate side parking system takes effect every week on Sunday between 4 pm & 8 pm whereby vehicles must be switched over to the other side.
  • Parking is permitted on both sides of the street ONLY during the changeover period on Sunday evening between 4 pm and 8 pm

Free Parking During Snow Emergencies

Public parking lots are located across the city for residents and visitors to park in during a declared Snow Emergency.  They are available for parking at no charge from 4 pm on day one to 8 pm on day two of a declared Snow Emergency.  Vehicles must be parked in compliance with all posted signs in these specific lots.  The lots have limited capacity and will operate on a first come/first served basis.  Vehicles may remain parked until two hours after the conclusion of a Snow Emergency, after which vehicles may be ticketed or towed at the owners’ expense.

As soon as a snow emergency has concluded, cars can again be parked on designated Snow Emergency routes, unless otherwise signed or unless a new Snow Emergency has been declared.
