Using Sidewalks, Parking Areas, and Outdoor Spaces for Social Distancing & Curbside Delivery

As Duluth businesses reopen during the COVID-19 pandemic, the City wants to support businesses’ needs for social distancing and innovative shopping experiences. Businesses that demonstrate an impact due to COVID-19 and a need for social distancing practices can use City assistance for the following:

  • Sidewalk Use Permits: waived application fee and streamlined review. Sidewalk Use Permits allow adjacent businesses to use a portion of the public sidewalk for seating, retail, or similar uses.
  • Temporary Use Permits for Parklets or Social Distancing: waived application fee and streamlined review. Parklets are created when an on-street parking space is reserved for seating or other pedestrian-friendly use. Other temporary uses can be granted for periods of 180 days.
  • Sign Permits for Business Reopening or Social Distancing: waived sign permit fees and streamlined review. Signs such as A-frame signs can be placed on sidewalks or boulevards to showcase business announcements.
  • Use of On-Street Parking Spaces: reviewed for support of curbside delivery and other social distancing practices.
  • Outdoor & Expanded Alcohol Service Areas: if you hold an on-sale liquor license, you can expand your serving area outside to allow for social distancing.

Curbside Delivery

 

Sidewalk Use Permits

  • Read the description of the process and fill out the Sidewalk Use Permit Agreement. Make sure to also include a Site Plan (if a new permit) and your Certificate of Insurance as mentioned.
    • Site plans can be hand drawn. If you need assistance, please contact us at planning@duluthmn.gov or 218-730-5580.
  • Fill out the Application Cover Sheet and check "Sidewalk Use Permit" on the left hand side.
  • Attach a brief narrative (a couple sentences on paper or in an email) describing the impact to your business due to COVID-19.
  • Send via ONE of these two methods:
    • Email pdfs of the above documents to planning@duluthmn.gov – OR –
    • Mail the information to: City of Duluth Planning and Development, 411 W 1st St Room 160, Duluth MN 55802
  • Do not submit any payment.

 

Temporary Use Permits in the Right of Way (Including Parklets)

  • Read the description of the process and fill out the Temporary Use Permit Agreement. Make sure to also include a Site Plan, and Certificate of Insurance as mentioned.
    • If you are proposing a parklet, also include Elevations showing the design of the proposed parklet and the Parklet Petition included in the packet.
    • Site plans can be hand drawn. If you need assistance, please contact us at planning@duluthmn.gov or 218-730-5580.
  • Fill out the Application Cover Sheet and check "Temporary Use Permit" on the left hand side.

Sign Permits for Business Reopening or Social Distancing

  • Review the sign permit regulations.
  • Fill out the Sign Permit Application.
  • Write a brief narrative explaining how the signage request is related to a business reopening or social distancing requirement.
  • Send via ONE of these two methods:
    • Email pdfs of the above documents to planning@duluthmn.gov – OR –
    • Mail the information to: City of Duluth Planning and Development, 411 W 1st St Room 160, Duluth MN 55802
  • Do not submit any payment.

 

Outdoor & Expanded Alcohol Service Areas

Holders of on-sale liquor licenses can apply to expand their designated serving area(s). Licensees interested in serving alcoholic beverages outside their established premises should file an application for a Permanent Expansion of Licensed Premises with the City Clerk's Office. Application form(s), restrictions, and additional information are available at the Clerk's web page.
