The Low-Income Housing Tax Credit (HTC) Program offers investors a 10-year reduction in tax liability in exchange for capital to build eligible affordable rental housing units in new construction, rehabilitation, or acquisition with rehabilitation. The HTC program has been utilized to develop several housing projects around Duluth and continues to be a viable funding source to develop affordable housing within our community. To be an eligible applicant, developers proposing projects in Duluth must have the support of the City Council and Administration. To allow for a thoughtful review, please provide the City the following by April 17, 2020:
- Summary description of proposed project
- Number and type of units and populations to be housed
- Funding sources and uses
- Self-Scoring worksheet from Minnesota Housing
