Rezoning Process

The Unified Development Chapter of the City of Duluth Legislative Code (UDC) was adopted by the City Council on August 16, 2010. It went into effect on November 19, 2010, at which time all zoning converted to new UDC zone districts.

For example, the former S (Suburban) zone district is now referred to as the RR-1 (Rural Residential) zone district. And the former R-1-a, b, & c (One Family Residential) and R-2 (Two-Family Residential) zone districts were consolidated into the R-1 (Traditional Neighborhood) zone district.

The UDC is the legal body of rules that regulates how land is developed and used in the City of Duluth. The UDC was drafted to implement the City's 2006 Comprehensive Land Use Plan, which is the community's vision for how Duluth should grow and develop over the next 20 years.

There are several areas of the city where existing zoning is inconsistent with the Comprehensive Land Use Plan. The City is reviewing those areas for possible rezoning. The UDC Rezoning Areas map shows the areas of the city which will be studied as part of a city-wide rezoning process.
