Excavation Permit        Apply Button

Excavation within the public right-of-way for sanitary/storm sewer connections or repairs, steam line repair, gas/water connections, repairs, or leaks requires an excavation permit secured by a bonded and insured contractor.

A surety bond in the sum of $10,000 and a general comprehensive liability insurance policy is required before a permit can be issued (insurance requirements document and street obstruction bond form). Permits may be issued on the day of the request if all requirements are met.

Permits are issued for a two week period; however, the contractor is responsible for the maintenance of the trench caused by the excavation.

Miscellaneous (Occupy) Permit    Apply Button

Occupying any portion of the public right-of-way may require a miscellaneous permit. Many activities such as sidewalk repairs, rolloff boxes,driveway aprons (curb cuts), scaffolding for building repair and maintenance, blocking any portion of the right-of-way with construction vehicles, materials or any other activity that results in the obstruction of a portion or all of a street, alley, or sidewalk may necessitate a miscellaneous permit. See the Community Event Permits under the City Clerk's Office.

A surety bond in the sum of $10,000 and a general comprehensive liability insurance policy is required before a miscellaneous permit can be issued (insurance requirements document and street obstruction bond form). Permits may be issued on the day of application if all requirements are met.

Minimum fee: $40.00 The actual cost is variable depending upon the area involved plus any parking meters.

Transportation/Oversized Load Permit

Moving vehicles, small structures, materials, and/or mobile homes where the size and/or weight exceed the maximum standards applicable through state law require a transportation permit

Permit may be printed from the web, completed in full by the applicant, and faxed to the Engineering Division at: 218/730-5907 (Permit)

Aerial Bridge Crossing

Fracture-critical surcharge: $300 minimum plus $150 per hour for any review greater than two hours.

Call the Engineering Division at 218\730-5200 well in advance of the proposed trip to allow for permit review.

Requirements

Acceptable height: 13' 6"
Acceptable width: 8' 6"

Items being transported exceeding these dimensions will require a transportation permit (link to permit).

Examples of, but not limited to, requiring a transportation permit:

  • A 10'x10' garage
  • Trusses 10' in width which overhang the sides of the trailer
  • Heavy equipment which overhangs the sides of the trailer
  • Interstate and Intrastate carriers with a Duluth destination

Examples of, but not limited to, NOT requiring a transportation permit (remaining within the weight maximums):

IF an 8.5' x 12'x16' shed is positioned on the trailer so no portion of it overhangs the maximum allowance of 8' 6", a transportation permit may not be required.

Oversized transports moving through Duluth on state/county highways, a transportation permit may not be required.

 

Escorts Required

Any load with a width that crosses the center line or another driving lane in the same direction.

Loads wider than 14' 6".

City of Duluth Police Department may able to provide an escort depending upon availability of personnel; fees may be charged. Contact Police Traffic at: 218/730-5030

 

Carrier's Additional Responsibilities

Review the Duluth Truck Routing map.

Carrier must determine if vehicle is able to maneuver sharp turns on approved route.

Aerial bridge travel: call Engineering Division at 218/730-5200.
Weight and width are critical.

Mobile Home Movers

Dealers with a state license are exempt from the transportation permit.
Only state licensed mobile home dealers are allowed to move:

New units
Used units 16'x20' or larger

Private parties moving a used mobile home under 16'x20' are required to secure a transportation permit

Moving Permits

Originates in Contstruction and Inspection Services

Movers without a state license must secure a transportation permit and may only move a structure less than 16'x20'.

Park Point Sand Transfer Permit

Sand may not be removed from Park Point.

Sand may be moved from one parcel to another on Park Point upon approval of the Park Point Sand Transfer Request Permit
