  • Excavation Permit:

    • If you are a new applicant and need to be set up with a contractor login or have questions about the online application process, please contact Jeanne Horn at jhorn@duluthmn.gov or (218) 730-5200. 
    • Excavation within the public right-of-way for sanitary/storm sewer connections or repairs, steam line repair, gas/water connections, repairs, or leaks requires an excavation permit secured by a bonded and insured contractor.
    • A surety bond in the sum of $10,000 and a general comprehensive liability insurance policy is required before a permit can be issued. Permits may be issued on the day of the request if all requirements are met.
    • Permits are issued for a two week period; however, the contractor is responsible for the maintenance of the trench caused by the excavation.
    • Fee: $74.00 (includes $22.00 base fee plus $52.00 inspection fee).

 

  • Moving Permit (permit to move structures):
    • Contact Construction Services and Inspection Division at (218) 730-5300 for more information and to request the moving permit form.
    • If a mover is not state licensed, a Transportation/Oversized Load Permit is required and the mover may only move a structure less than 16'x20'.
    • If a mover is state licensed, a Transportation/Oversized Load Permit is not required.  Only state licensed movers are allowed to move structures 16'x20' or larger.
    • Mobile home moving note: only state licensed movers may move a new unit.  Those without a state license may only move used units.
    • Minnesota state highways- to move a structure using state highways, contact MnDOT for the proper state forms.
    • County roads/highways in St. Louis County- to move a structure using St. Louis County roads/highways, contact St. Louis County for the proper county forms.

 

  • Obstruction (Miscellaneous/Occupy) Permit:

    • If you are a new applicant and need to be set up with a contractor login or have questions about the online application process, please contact Jeanne Horn at jhorn@duluthmn.gov or (218) 730-5200. 
    • Occupying any portion of the public right-of-way may require a miscellaneous permit. Many activities such as sidewalk repairs, roll-off boxes, driveway aprons (curb cuts), scaffolding for building repair and maintenance, blocking any portion of the right-of-way with construction vehicles, materials or any other activity that results in the obstruction of a portion or all of a street, alley, or sidewalk may necessitate a miscellaneous permit.
    • A surety bond in the sum of $10,000 and a general comprehensive liability insurance policy is required before a miscellaneous permit can be issued.  Permits may be issued on the day of application if all requirements are met.
    • Minimum fee: $45.00 (additional charges will apply if parking spaces and/or meters will be occupied).
    • To obtain an obstruction permit for an event, please see the Special Event License under the City Clerk's Office.

 

 

  • Park Point Sand Transfer Permit:
    • Note: Sand may not be removed from Park Point.  Sand may only be moved from one parcel to another on Park Point on approval of the Park Point Sand Transfer Permit.

  • Soil boring Permit:

    • Fee: $40.00

 

  • Transportation/Oversized Load Permit:

    • Transportation/Oversized Load Permit Instructions
    • If you are a new applicant and need to be set up with a contractor login or have questions about the online application process, please contact Jeanne Horn at jhorn@duluthmn.gov or (218) 730-5200. 
    • If you have technical questions about transporting oversized loads in general, please contact Taryn Erickson, Traffic Engineer, at tjerickson@duluthmn.gov or (218) 730-5087. 
    • Moving vehicles, small structures, materials, and/or mobile homes where the size and/or weight exceed the maximum standards applicable through state law require a transportation permit.  Any load exceeding these dimensions require a transportation permit:
      • Maximum height: 13' 6"
      • Maximum width: 8' 6"
      • Examples of oversized loads: 10'x10' garage, 10' trusses that overhang trailer, equipment that overhangs trailer, interstate and intrastate carriers with a Duluth destination, etc.
    • Escorts:
      • Any load with a width that crosses the center line or another driving lane in the same direction.
      • Loads wider than 14' 6".
      • Duluth Police Department may be able to provide an escort depending upon availability of personnel.  Fees may be charged.  Contact Traffic division at (218) 730-5030 for more information.
    • Fees:
      • Single movement: $30.00
      • Seasonal: $100.00
      • Fracture-critical bridge crossing: $300 minimum plus $150 per hour for any review greater than two hours.
    • Carrier's Responsibilities:
      • Call the Engineering office well in advance of the proposed trip to allow for permit review.
      • Review the Duluth Truck Routing Map.
      • Determine if vehicle is able to maneuver sharp turns on approved route.
      • Determine if vehicle is within bridge clearance parameters.

 

  • Water Hydrant Use Permit
    • To obtain a water hydrant use permit, you must first stop by the Engineering office at City Hall for approval and fill out a water hydrant use form.  You then will bring the approved form to the Public Works Garfield location for fee payment and meter installation scheduling (please allow at least two days for meter installation).
    • Fees:
      • $215.00 plus standard water usage rates (contact Comfort Systems at 218-730-4050 for questions regarding current water usage rates).
