Update June 18, 2018: The City of Duluth has 4 Interim Use Permits available for Vacation Dwelling Units within the 60 cap limit. The Planning & Construction Services Department is taking Letters of Intent (LOI) to apply for an Interim Use Permit starting on June 19th and will stop taking LOI's on July 9th.
The Letter of Intent must be addressed to: Planning & Construction Services Department; Room 208, City Hall; 411 W. First Street; Duluth, MN 55802; Attn: Keith Hamre, Director
The Department will hold a drawing and the first 4 will be given 60 days to submit a complete application to the One Stop Office, the remainder will be drawn to establish a waiting list. Failure to submit a complete application within the 60 days will result in going to the next party on the waiting list. No applications for an Interim Use Permit will be accepted during this LOI process, and then only the persons drawn and notified will be able to submit an application. Persons intending to submit a LOI for Interim Use Permit should review the following link to understand all of the requirements for a complete application. http://www.duluthmn.gov/media/543552/interim-use-permits-for-vacation-dwellings-april-2018.pdf
