Boundary Ave Land Use Study

Background

This study is being conducted to determine the potential for future development along the Duluth side of Boundary Avenue. There has been interest expressed by developers for new commercial uses. The outcome of this study is to evaluate whether a re-zoning is necessary for proposals, at this time this is not a re-zoning.  When the Unified Development Chapter was adopted in 2006 and the Future Land use map was updated with the 2006 Comprehensive Plan, there were small areas that did not receive the attention to detail as other areas. This area along Boundary Ave has areas that do not necessarily line up with the goals of the 2006 Comprehensive Plan and Future Land Use map. This area was specifically chosen because of its proximity to Interstate 35 and Highway 2 and this area creates a node for activity and could provide additional resources for surrounding residents of both Duluth and Proctor. Another part of this study will be to evaluate current under-developed sites that are serving as transitional uses that have future potential development whether it be commercial or residential.
